** Citizen Forum - This is a time set aside for comments from the public on topics of Landfill business for items listed on the agenda and other topics not listed on this agenda. Please understand that the Council is not likely to take any action on your comments at this meeting (if the topic is not on the        agenda) due to requirements of the Open Meetings Law, but may do so at a future meeting. The Chair of the Board and Council welcome comments from the public; however, at no time is it appropriate to use profane, obscene, or slanderous language. The Chairman will limit each speaker to five minutes.
 
 
** New Business – Discussion/Action Items
  1. Financial Statements -November 2019
  2. Discussion/Decision on Insurance documents regarding DOT information and drug policy for employees.
  3. Discussion regarding wind turbines being landfilled.
  4. Discussion regarding the Elma Report on Pretreatment Agreement
  5. CEU courses for Lori King, Landfill Operator Class for new hires.
  6. Discussion/decision engineer service agreement, HLW Engineering present.
  7. Volunteer job policy discussion
  8. Update on phase 3, culver and dirt hauling with assistance from Popp Excavating. 
  9. Discussion regarding policy for two staff on site while equipment is being operated.

                                                                              Unapproved - Executive Board Minutes
                                                                                                     December 10, 2019
 
                On Tuesday, December 10, 2019 at the Meeting Room at 5:30 p.m. the regular meeting of the Executive Board, of the Floyd-Mitchell-Chickasaw Solid Waste Management Agency was held.
                Chairman Joel Voaklander in the chair and Executive Board Members, Jerry Dunlay, Jerry Joerger, Deb Larsen, Cindy Lantow, Trevis O’Connell, and Tim Zoll were present.
                Absent: Alan Anhorn and Doug Kamm
                Employees Present: Lori& Dustin
                Guest Present: Steve Smolik and Glenn Hunter of HLW
                A motion was made to approve the consent agenda as presented including the agenda for this meeting, Minutes from the Executive Board Meeting – November 2019 and the Summary List of Bills for November 2019 by Deb Larsen and second by Jerry Joerger.  All members present voting aye, motion carried.
                The financial reports and the CD list were reviewed and discussed.  All looks to be in good order and we are at 16% of our budget. The finance committee will be looking into moving some of the money market dollars to CD’s in the next few months.  After discussion a motion was made by Deb Larsen second by Trevis O’Connell to approve the financial reports and CD list as presented.  All members present voting aye, motion carried. 
                A motion was made by Deb Larsen second by Jerry Dunlay to add to our employment application process the following – Authorization for Release of Personal Information Contained in Motor Vehicle / Driving Record.  All members present voting aye, motion carried.   It was discussed that we will have our attorney review the drug policy and that it will be included in our employee handbook.
                The Board discussed the idea of wind turbines being put in the landfill.  With them being so big, they will be hard to landfill and will take up so much space.  The Board asked Lori to get some info from other landfills for our January meeting.  This item will be kept under old business so that it stays in front of us.  As of now we are under the impression to not accept them.  No official action was taken at this time.
                The next item on the agenda was the Pretreatment Agreement with the City of Elma.  It was stated that in the agreement it states that Elma would be able to take 1 or 2 loads of Leachate per day.  We will wait to see if Elma is interested in getting an agreement set up between them and the landfill.  Once we know that a price per gallon will be negotiated.   No action taken at this time.
                A motion was made by Cindy Lantow second by Trevis O’Connell to approve Lori’s request to attend a Landfill refresher course and for Christian & Ed to attend the Landfill Operator Course.  All members present voting aye, motion carried.
                A motion was made by Jerry Dunlay second by Tim Zoll to approve the Engineer Service Agreement with HLW Engineering for the next 3 years.  All members present voting aye, motion carried.
                Discussion was held on whether or not a landfill employee could leave to help out at a volunteer job such as a fireman leaving to go to a fire and would they be paid or would they need to take PTO.  After much discussion, a motion was made by Jerry Dunlay and second by Deb Larsen to approve the employee being paid.  There were not enough people voting for this so this dies.  Then a motion was made by Deb Larsen second by Trevis O’Connell to allow the employee to leave and they will be paid and volunteer service means Fireman or First Responder … the employee can leave as long as there are 3 landfill employees left at the landfill.  They will be paid for their time away for the emergency.  Ayes: Jerry Joerger, Deb Larsen, Cindy Lantow, Trevis O’Connell.  Nays: Jerry Dunlay and Tim Zoll.  Motion carried.
                Joel updated the Board that Popp Excavating has been moving some dirt at the landfill and also put in a culvert that was needed. 
                Discussion was held on requiring at least two landfill employees to be on site while equipment is being operated.  A policy will wrote up and included in our Employee Handbook.
                Lori stated that when the work is being done for the generator the electric may need to be off for a few hours.  If this is the case, the Landfill will need to close during that time. 
                Under old business – No action taken during old business.  The Board thanked Deb for her time and efforts while she was on the Landfill Board.
                 There being no further items requiring board action, the meeting was adjourned 6:45 p.m. with a motion by Deb Larsen second by Tim Zoll.  All members present voting aye, motion carried.
