Floyd Mitchell Chickasaw Solid Waste Management Agency Executive Board Minutes January 12th, 2021
On Tuesday, January 12, 2021 in the Meeting Room at the Floyd Mitchell Chickasaw landfill at 5:30 p.m. the regular meeting of the Executive Board, of the Floyd-Mitchell-Chickasaw Solid Waste Management Agency was held in person and by Zoom due to COVID-19.
Chairman, Tim Zoll, was in the Chair and Executive Board Members, Al Anhorn, Steve Smolik, Rick Bodensteiner, Trevis O’Connell, Jerry Joerger were in the Board Room and Doug Kamm and Cindy Lantow were present by Zoom. Absent: Bobby Schwickerath.
Employees Present were Ed Shindelar, Christian Fox, Tyler Wright, Lori King and Joel Voaklander, Director. Guests Present – Alan Powell
A motion was made by Jerry Joerger second by Steve Smolik to approve the consent agenda as presented including Minutes of the October 2020 Executive Board Meeting and the Summary List of Bills for November and December 2020. All members present voting aye, motion carried.
Citizen Forum – Alan Powell addressed the Board and stated that he is wondering which guidelines for unit base pricing will be used as the sample unit base pricing is not consistent as passed. He also asked the status of hiring a full-time director for the Landfill and then stated that he saw that this was on the agenda for discussion at tonight’s meeting.
Job Descriptions for Director was discussed – Tim Zoll stated that he had reviewed the sample job descriptions. At this time Joel went over some of the highlights of the descriptions and the cost to have a director which could be anywhere between $50,000 to $63,000. Joel feels that the person that is hired should be a working director as if someone is gone, they can fill in. Doug Kamm stated that now is a good time to start looking for one and Jerry Joerger stated that he would like to get advertising out.
After discussion a motion was made by Jerry Joerger second by Al Anhorn to advertise, more discussion was held and Jerry Joerger withdrew his motion. It was decided that the HR committee will meet and come up with a job description for the Director’s position at the Landfill. As Cindy is unable to attend this meeting, she asked that Doug Kamm attend and work on this in her place. They will be meeting on Thursday, January 14 at 8 a.m. No action was taken at this time.
Tipping Fees were discussed and after much discussion, it was stated that some point in time we will need to raise the tipping fees as it takes a lot to run the landfill and the last time, they were raised was in 2008 or 2009. This is a full-board decision but the thought of the Executive Board is to look at a possible $2.00 increase now with a possible increase each year whether it be a flat fee or tied to the Consumer Price Index. No action was taken at this time.
Clarification on paragraph regarding clothing reimbursement in the Employee Handbook – 40.2 – Discussion was held on this and the Board made the clarification that each employee would have $150.00 to put towards steel toe footwear and $400.00 maximum accumulation for reimbursement for per calendar year for such as hi vis outerwear / jeans / gloves. No motion was made as this was just a clarification as it was already written in the Employee Handbook.
a) Tree purchase frontage road – Looks as though it is time to get rid of the trees along the frontage road and come up with an idea for re-planting. Conservation has been contacted and said it would be $600 for new trees such as Norway Spruce and Red Cedar with bushes such as hazelnut, redwood or lilac and also includes the rental of the planter. The present trees were planted to help with a windbreak, noise, control refuge and help to keep out trespassers so it is a good idea to replace. The landfill employees will work on this project.
b) Updated RCC contract with Howard County – This is for all of Howard County and just not the two towns that are in our 28E and the relationship was established when the RCC program started. The Cities that are not in our 28E from Howard County will fall under this contract and the County will be billed for any items brought to the landfill by their residents. This Contract was just updated per IDNR.
c) Present proposal for update of convenience area – Drawings were presented from engineer; thinking about revamping and moving to south; 3 roll-offs 20x8x8. This is in our comp plan to do at some point in time. Traffic would be going one way where people wouldn’t have to back-up with it being safer for all. Estimated cost to do is $161,000 with $28,000 of it would be for engineering. As this is a full board decision it will be on the agenda when the full board meets in March.

There being no further items requiring board action, the meeting was adjourned at 6:43 p.m. with a motion by Rick Bodensteiner second by Trevis O’Connell. All members present voting aye, motion carried.
