** Citizen Forum - This is a time set aside for comments from the public on topics of Landfill business for items listed on the agenda and other topics not listed on this agenda. Please understand that the Council is not likely to take any action on your comments at this meeting (if the topic is not on the        agenda) due to requirements of the Open Meetings Law, but may do so at a future meeting. The Chair of the Board and Council welcome comments from the public; however, at no time is it appropriate to use profane, obscene, or slanderous language. The Chairman will limit each speaker to five minutes.

Unapproved - Executive Board Minutes
May 12, 2020
 
                On Tuesday, May 12, 2020 in the Meeting Room at the Floyd Mitchell Chickasaw landfill and via Zoom (due to the COVID-19) at 5:00 p.m. the regular meeting of the Executive Board, of the Floyd-Mitchell-Chickasaw Solid Waste Management Agency was held.
                Chairman Jerry Dunlay in the chair and Executive Board Members, Jerry Joerger, Al Anhorn, Trevis O’Connell and Steve Smolik were present in the Board Room and Doug Kamm, Cindy Lantow and Bobby Schwickerath were present by Zoom.
                Absent: Tim Zoll, representative of Chickasaw County.
                Employees present: Lori King, Christian Fox and Landfill Director Joel Voaklander.
                Guests: Alan Powell by Zoom and Gerald Harr in the Board Room.
                A motion was made to approve the consent agenda as presented including the agenda for this meeting, Minutes of the February 2020 Executive Board Meeting; Summary List of Bills for March & April 2020 by Jerry J.  and second by Steve S.  All members present voting aye, motion carried.
                The financial statements were discussed.  Jerry J. stated that we are 7 months into our fiscal year and the revenue and expenses look to be on track.  Discussion was held on the CD list with updates on what is coming due and what will be re-invested. A motion was made by Cindy L. second by Doug K. to approve the financials as presented.  All members present voting aye, motion carried.
                Director’s Report – Joel Voaklander, director at the Landfill gave the Board an update on several items – working on Handbook and Job Descriptions, continues to work with HLW, getting the scale cleaned out.  Jerry Dunlay stated that he had noticed a lot of improvements at the landfill since we have a director and all seems to be working well.
                The new FMC Landfill Handbook & Job Descriptions were discussed and a motion by Bobby S. seconded by Steve S. to approve as presented.  All members present voting aye, motion carried.  (Copies are on file at the landfill).
                Discussion was held on the quote from Electronic Engineering for new radios.  Doug K. stated that Circle K out of Charles City would like to quote the radios.  A motion was made by Bobby S second by Doug K. to table this at this time and to get quotes from Circle K.  All members present voting aye, motion carried.
                Approval of the ERRAP is needed for the DNR, it states what is to be done in case of emergencies.  A motion was made by Al A. second by Bobby S. to approve the ERRAP.  (A copy is on file at the FMC Landfill).  All members present voting aye, motion carried.
                A contract with HLW for the Comprehensive Plan was presented in the amount of $14,500 max. The plan needs to be re-done every 5 years.  Alan Powell explained the plan a bit and brought up some points of discussion and to make sure everything is defined as it should be.  A motion was made by Jerry J. second by Trevis O. to hire HLW to re-do the plan for the FMC Landfill.  All members present voting aye, motion carried.
                Discussion was held of the POWT agreement with Elma.  After discussion on how many loads that they can take and the price, a motion was made by Jerry J. second by Steve S. to table the agreement until we see what a definite price will be per gallon but to allow 3 loads of Leachate to be taken to Elma and to pay the 3.5 cents per gallon.  All members present voting aye, motion carried.  Gerald Harr from Elma will go back to their Council to see if they will go to 3 cents per gallon.
                A motion was made by Bobby S. second by Doug K. to approve the director to get price quotes on a new Trak Loader.  Our present one has 5200 hours on it and was purchased in 2014 and is used a lot.  All members present voting aye, motion carried.
                Discussion was held on the possibility of paving the main road in the future.  A motion was made by Jerry J. second by Bobby S. to go ahead and finalize a plan to be presented to the full board.  All members present voting aye, motion carried.
 It was also discussed that we should have a capital improvement plan with no action taken at this time.
                 There being no further items requiring board action, the meeting was adjourned 6:55 p.m. with a motion by Jerry J. second by Steve S.  All members present voting aye, motion carried.
