Landfill Hours:

Landfill hours of operation are 7:00 am to 3:00 pm, with all commercial loads required to be on the ground by 2:30pm, Monday through Friday unless notified otherwise.  Last acceptable load of the day must be on the ground by 2:30 pm unless exempted by landfill staff. Unless otherwise notified, landfill hours shall not include Saturdays, Sundays, and most federal and state holidays. Holidays observed are New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Day before Christmas, Christmas Day. Further, FMC reserves the right to close and deny disposing at the landfill at any time for any purpose, including, but not limited to the purposes of repair, maintenance and renovation of the landfill.

Speed Limits

·   Speed limit on the scale is not to exceed 2 mph.

·   On landfill property other than the scale, speeds are not to exceed 20 mph. This is necessary for everyone’s safety.

·   Sudden stops and starts on the scale will not be tolerated, as scale damage may result.

·   Any party who causes damage to the scale will be responsible for the repairs.

 

Stop Signs

All waste hauling vehicles must come to a full and complete stop at all stop signs, including the area of scale house.

 

Secured Loads

All vehicles must have secured loads that prevent any leakage, littering or run off of waste material or fluids. Tarps are to be used that are secured tightly to the load, water resistant and not torn. No exposed waste material should be visible. Drivers are not to prepare for unloading until arrival at the designated area of the landfill. No tailgate of a vehicle is to be loosened or opened prior to unloading at the active work face are of the landfill.

 

Stuck Vehicles

Due to conditions of a landfill operation and lack of properly equipped tires on vehicles, there may  be times that vehicles can become stuck in the active are of a landfill. When this occurs the following guidelines will be in effect:

 

·   Driver is responsible for the vehicle and any damage resulting from the towing operation.

·   Driver is to request assistance from the landfill staff for an operator to assist the driver by a pull.

·   Pushing of vehicle by landfill equipment on the rear ICC Bumper is to be avoided except only when necessary.

·   Driver is responsible for hooking the truck to the landfill equipment with the driver's tow chain.

 

Departure

·   Drivers are to inspect their vehicles to make sure that they are clear of any waste debris prior to exiting the active area of the landfill. This includes clearing any waste from the roll-off boxes, closing the tailgate, and re-tarping the vehicle if necessary to prevent leaking or littering.

·   Boxes are to be lowered before exiting the active area of the landfill to avoid debris and nails being strung along the roadways.

 

Penalties

Any violations of these rules and regulations will result in an enforcement action that ranges from a written warning to suspension of landfill dumping privileges. See the Violation Form for specific guidelines on the enforcement action.

 

Conduct

All persons entering the landfill will follow all instructions by landfill personnel and must follow landfill policies and posted rules for their own safety. Any person and/or persons refusing to follow all landfill rules, speed limits, policies and instructions will be suspended from the premises and the use of the landfill until further notice. Factors contributing to suspension can include, but are not limited to an individual being discourteous, disrespectful or disruptive, driving recklessly, or not abiding by Agency rules and guidelines. 

 

Current Wind Closing Policy: When winds reach 25 mph the Director will determine if waste can be contained. If not, haulers will be called and notified the time of closing. If the Landfill closes before 1:00 pm it may reopen the next regular business day an hour early., unless the landfill is already scheduled to be closed that day, or if winds are too high that morning to open for business. If you are not sure if the landfill will be open, call 877-982-4288 to confirm. If it is windy and you get the answering machine, the landfill is probably closed.

Covered Load Policy: To avoid an additional $20.00 fee all loads brought to the landfill must be entirely covered with a tarp, snow fence or similar item.. This includes lumber and large objects. Ropes alone are not considered a cover. Certain "difficult to cover loads" may be exempted on a case by case basis by the Director.

The Agency reserves the right to suspend anyone at any time without disclosing the reasons for doing so.

Acceptable Material for Disposal: Users may only dispose at the landfill, in accordance with permitted procedures, Commercial, Residential, and Construction and Demolition Waste which originates from Floyd, Mitchell or Chickasaw counties in Iowa. 

Construction and Demolition Waste includes Solid Waste from building materials, packaging, and rubble resulting from construction, remodeling, repair, and demolition operations on pavements, houses, commercial buildings, and other structures. Such waste may include: bricks, concrete, other masonry materials, soil, asphalt, rock, lumber, pallets, crates, rebar, glass, flooring, carpet and pad (only if the result of a remodel or demolition), sheet rock, roofing, insulation, windows, siding and gutters, steel and other metals generated by Construction and Demolition operations. Empty cans, buckets or tubes holding less than 10% construction products such as paints, adhesives, solvents or sealers.

Special Waste

Items Not Acceptable for Disposal: Items not acceptable for disposal include free liquids, deposit beverage containers, brush and yard waste (including clippings, branches, trees, etc.), hazardous waste, and red bag medical waste. Household Hazardous Waste may be disposed of April – October at our satellite facilities (dates and times subject to change), or daily at the landfill. Tires and appliances must not be commingled with other waste. They are accepted in the trailer to the west of the office. Appliances that are demolished or burned are still considered an appliance and a separate charge applies.

Items that shall be Recycled: CRT’s (monitors, televisions) have a separate fee and should not be commingled with other waste. Electronics such as vcr’s, stereos, computers, etc. may be recycled at no fee.

User’s Responsibilities: User hereby acknowledges that FMC shall assume no responsibility for screening, examining or inspecting any or all loads delivered by User, except User shall permit, and hereby gives its consent, to allow FMC to examine, screen and/or inspect any or all loads at any time. User has the responsibility, to the best of their ability, to ensure waste delivered was generated in the Agency’s planning area and does not contain any hazardous waste. Commercial haulers shall inform, and have agreements with their clients to facilitate compliance. FMC reserves the right to refuse any loads it feels do not meet requirements.

Smoking: Smoking is prohibited past the scale house.

SPECIAL WASTE ACCEPTANCE CRITERIA

FOR THE

FLOYD-MITCHELL CHICKASAW LANDFILL

 

Permit # 66-SDP-01-73P

 

 

This document is intended to fulfill the requirements of the Iowa Dept. of Natural Resources (IDNR) 567-Chapter 109 Special Waste Authorizations (SWA).  This document also contains the policies and procedures for accepting both IDNR-approved SWAs and general special waste authorized by the landfill permit.  It is recognized that this document may need to be revised as additional industry wastes are generated and need disposal, as State and Federal regulations are changed, or as landfill site conditions may require changes in waste handling procedures.  Any instructions given by Agency staff, and any requests prior to unloading the Special Waste must be honored, and take precedence over guidelines in this document.  The Agency reserves the right to reject any loads it does not feel comfortable accepting.

 

 

I.  SPECIAL WASTE DELIVERY REQUIREMENTS

Iowa Dept. of Natural Resources rule 567-109.8(3) of the Iowa Administrative Code states “The generator shall ensure that special waste coming into the landfill shall arrive as a separate load and not be commingled with any other waste”.   To comply with IDNR regulations, the Floyd-Mitchell-Chickasaw County Landfill will require all special wastes to be delivered in a separate vehicle or separate container that will allow the landfill operators to inspect the waste prior to it being unloaded.  This does not prohibit a hauler from bring multiple special wastes in separate containers or drums in the same vehicle as long as the landfill operator is able to open and inspect the contents of each container prior to accepting the waste.  If multiple special wastes are delivered in this manner, the generator and hauler must coordinate with the landfill staff to arrive at an appropriate weight for each special waste for reporting to the IDNR. 

 

Update March 3, 2005 – this paragraph has been added to most Special Waste’s scheduling procedures requirements:

 

The Floyd-Mitchell-Chickasaw County Landfill requires 24 hour notice of intended arrival, and one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

II.  SPECIAL WASTES ACCEPTANCE GUIDELINES

A.  Dipel Powder

1.      Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director if a larger than usual quantity is to be disposed of.  The hauler must identify the load to the scale operator prior to unloading.  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

2.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste.  If the waste should change in composition, it will be the Generator’s responsibility to notify the Landfill Director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary, the Landfill Director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the Generator.

 

B. Dried Paint and Stain Filters and Residue

1.      The hauler or generator must bring identifying documentation into the office and present it to the scale operator prior to unloading.  This document shall identify the waste and give an approximate weight of the load.  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

2.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste. Containerizing the filters and residue is the preferred method of dust control.  The Generator must prevent the spontaneous combustion of the paint filters by thoroughly drying them prior to delivery to the landfill.  Since the paint and solvents used in-house may vary periodically, it will be the Generator’s responsibility to notify the Landfill Director and provide a new MSDS sheet or laboratory analysis on any new paint residuals or solvents that potentially may be included in the waste.  The Landfill Director may request periodic analytical testing with the cost being the responsibility of the Generator.

 

C.  Incinerator Ash

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director. The hauler must identify the load to the scale operator prior to unloading.  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

1.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste.  If the waste should change in composition, it will be the Generator’s responsibility to notify the Landfill Director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary, the Landfill Director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the Generator.

 

D.  Plasma, Plasma Waste, and Hydroxide Waste

1.      Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  Landfill staff should schedule the delivery to minimize potential exposure of dust to others at the working face.  The hauler must identify the load to the scale operator prior to unloading. 

 

2.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste.  If the waste should change in composition, it will be the Generator’s responsibility to notify the Landfill Director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary, the Landfill Director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the Generator.

 

E.  Baghouse Dust

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

1.      Landfill staff should schedule the delivery to minimize potential exposure of dust to others at the working face.

 

2.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste.  If the waste should change in composition, it will be the Generator’s responsibility to notify the Landfill Director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary, the Landfill Director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the Generator.

 

F.  Talc, Silane Coated Silica and Silica

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.   The hauler must identify the load to the scale operator prior to unloading.   Landfill staff should schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day.

G.  Zinc Polysaccharide, Copper Polysaccharide, and Manganese Polysaccharide

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  Landfill staff should schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day.

H.  Other Contaminated Soil

The Floyd-Mitchell-Chickasaw Landfill may accept other types of contaminated soils generated as a result of vehicle spill or leaking equipment, (i.e. fertilizer, anhydrous, pesticide, etc).  Because these are unknown situations and conditions and contaminates will vary, at this time the following procedures will be required:

 

Scheduling procedures:  The generator must contact the Landfill Director, the IDNR Central Office (Jim Thayer 515-281-3426), and the IDNR Field Office #2 (641-424-4073) to determine whether the soil can be accepted.  The generator must provide documentation that the waste is not a hazardous waste as defined by IDNR and EPA.  .  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste.

 

1.      If approved by IDNR, the Landfill Director will evaluate the environmental and operational impact of the contaminated soil on the landfill.   If the Landfill Director determines that the contaminated soil can be accepted, the generator will pre-arrange a delivery schedule.  Acceptance may be delayed if the weather prevents access to the disposal/treatment area. The hauler must identify the load to the scale operator prior to unloading. 

 

2.      Material preparation requirements prior to landfilling:  The Generator will comply with all IDNR regulations related to the clean-up of the contamination, including but not limited to notification and testing requirements.  The Generator will provide adequate analysis and documentation depending upon the type of contaminate involved.

 

All contaminated soil must be free of absorbers, concrete, rocks, debris, metal, etc. that might prevent the proper spreading and aerating of the soil as required by the IDNR permit.  All soil must be free of liquids and must be able to past the paint filter test (EPA Method 9095).

 

I.    Medical Waste

The Floyd-Mitchell-Chickasaw Landfill will not accept any medical waste.  All medical wastes are to be taken by the Generator to an authorized and permitted medical waste facility for treatment and disposal. 


J.  Dead Animals

The Floyd-Mitchell-Chickasaw Landfill will assist farmers, veterinaries, and animal shelters in the Planning Area with the disposal of small amounts of dead animals if necessary.  The amount, size and, condition of the animals will be factors in determining whether the waste will be accepted.  The Landfill Director will evaluate and make the determination on all issues related to this type of waste stream.  Small volumes of animals may be brought in prior to 2 pm, Monday-Friday.

 

1.      Scheduling procedures:  The Generator must contact the Landfill Director to prearrange disposal for more than 3 animals or carcasses at a given time.  Dead animals will only be accepted prior to 2 pm, Monday-Friday.

 

2.      Material preparation requirements prior to landfilling:  The Landfill Director will determine any preparation, transportation, or delivery requirements prior to authorizing each disposal event.

 

K.  Powder Paint 

The Floyd-Mitchell-Chickasaw Landfill will accept powder coating paint upon receipt of a laboratory analytical report that demonstrates the TCLP below regulatory limits.  This waste must arrive in a separate load to ensure proper safety procedures can be followed.

 

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  Landfill staff will schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

1.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste. 

 

2.      If the waste should change in composition, it will be the generator’s responsibility to notify the landfill director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary the landfill director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the generator.

 

L.  Drain, Waste Oil, and Cistern Sludge

Drain and waste oil sludge must pass the paint filter test.  It will be treated as petroleum contaminated soil.

Cistern sludge should be dewatered and considered solid waste.  It could be mixed with garbage and not be in a separate load.  It needs to be dewatered and pass the paint filter test.

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the waste to the scale attendant prior to unloading. Acceptance may be delayed if inclement weather prevents access to the treatment area. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

1.      Material preparation requirements prior to landfilling:  The Generator will comply with all IDNR regulations related to the cleanup of wash and grease pits.  The Generator will explain to the Landfill Director the type of petroleum contaminating sludge if known, and the concentration of the petroleum product in the waste.  If additional information is necessary to evaluate the waste, the Generator will be responsible for providing all such information to the Landfill Director.

All sludge must be free of absorbents, concrete, rocks, debris, metal, etc. that might prevent the proper spreading and aerating of the soil as required by the IDNR permit.  All sludge must be free of liquids and must be able to past the paint filter test (EPA Method 9095).

M.  Dried TEGO BETAINE CK 

The Floyd-Mitchell-Chickasaw Landfill will accept Dried TEGO BETAINE CK upon receipt of a laboratory analytical report that demonstrates the TCLP below regulatory limits.  This waste must arrive in a separate load to ensure proper safety procedures can be followed.

 

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  Landfill staff will schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

3.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste.

N.  ABRASIVES BAGHOUSE DUST (TREATED ALUMINUM OXIDE)

The Floyd-Mitchell-Chickasaw Landfill will accept ABRASIVES BAGHOUSE DUST (TREATED ALUMINUM OXIDE upon receipt of a laboratory analytical report that demonstrates the TCLP below regulatory limits.  This waste must arrive in a separate load to ensure proper safety procedures can be followed.

 

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  Landfill staff will schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

4.      Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste. 

 

If the waste should change in composition, it will be the generator’s responsibility to notify the landfill director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary the landfill director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the generator.

O.  MACKANATE CM-100F SOLIDIFIED CLEANING WASHING AGENT 

The Floyd-Mitchell-Chickasaw Landfill will accept MACKANATE CM-100F SOLIDIFIED CLEANING WASHING AGENT upon receipt of a laboratory analytical report that demonstrates the TCLP below regulatory limits.  This waste must arrive in a separate load to ensure proper safety procedures can be followed.

 

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  Landfill staff will schedule the delivery to minimize potential exposure of dust to others at the working face. The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

Material preparation requirements prior to landfilling:  The Generator must take steps to minimize the dust that may be generated during the unloading and landfilling of the waste. Steps should also be taken to minimize release of material to prevent pollution, such as bagging or drumming of the material prior to landfilling. 

If the waste should change in composition, it will be the generator’s responsibility to notify the landfill director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary the landfill director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the generator.

P.     KERRY SPECIALTY - ASSORTED SAUCES THAT PASS PAINT FILTER TEST

Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  The hauler must identify the load to the scale operator prior to unloading.  The Floyd-Mitchell-Chickasaw County Landfill requires a one hour notice before delivery of any Special Waste, and that all Special Wastes arrive at the Agency before 12:00 pm, unless approval for a later time is granted by the Director. This notice and time of arrival will allow the landfill operator adequate time to dig a hole and have the waste properly disposed of well before the end of the day. 

 

Material preparation requirements prior to landfilling:  The Generator must ensure the sauces which are fairly solid, continue to pass the paint filter test.  Landfill staff performed their test in July 2006 and each sauce tested passed. Steps should also be taken to minimize release of material to prevent pollution, such as freezing, cooling, bagging or drumming of the material prior to landfilling.  If the the waste should change in composition, it will be the generator’s responsibility to notify the landfill director and provide a new MSDS sheet or laboratory analysis for the new waste.  If necessary the landfill director will arrange for additional laboratory testing of the waste prior to its delivery with all costs to be paid by the generator.

III.  PERMIT APPROVED GENERAL SPECIAL WASTES

 

A.  Asbestos

Asbestos containing material will be accepted in accordance with all state and federal regulations. If necessary the Landfill Agency may require the waste to be analyzed at the expense to the generator.

109.11(1) Asbestos-containing material. The landfill has to comply with the following conditions and requirements whenever asbestos-containing waste materials are accepted and disposed of in a sanitary landfill.

  ACM wastes that contain greater than 1 percent asbestos are regulated under federal asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) and shall be managed in accordance with federal regulations defined in 40 CFR Part 61, Subpart M. Testing to determine asbestos content shall utilize the method specified in 40 CFR Part 763, Section 1, Appendix A of Subpart F.

   Nonfriable ACM waste is defined as waste containing greater than 1 percent asbestos that when dry cannot be crumbled, pulverized, or reduced to powder by hand pressure. Nonfriable ACM waste includes asbestos-containing floor covering and asphalt roofing materials that show no evidence that they contain crumbled, pulverized or powdered ACM residues upon delivery to the landfill.

  Friable ACM waste is defined as waste containing greater than 1 percent asbestos that when dry can be crumbled, pulverized or reduced to powder by hand pressure. Friable ACM waste includes acoustical, thermal and fireproofing insulation, as well as numerous building products with incorporated asbestos material. Waste transite siding shall be considered friable ACM waste.

  ACM waste transporters shall notify the landfill at least 24 hours in advance when ACM waste will be arriving at the landfill. Upon arrival at the sanitary landfill, the transporter shall present to the landfill operator the ACM waste shipment records, which shall include a determination whether the ACM waste is friable or nonfriable, if known.

  Any federal NESHAP-regulated ACM waste shipments that show evidence of visible dust emissions or that are not properly containerized, wrapped, wetted, and covered shall be rejected upon arrival at the landfill.

  Upon delivery, friable ACM wastes must be wet and contained in labeled, leak-tight containers or wrapping which prevents asbestos from becoming airborne. Bulk demolition wastes with friable ACM need not be placed in leak-tight containers, but must remain wet at all times and be properly labeled and wrapped to prevent asbestos from becoming airborne during transport and disposal and covering at the landfill.

  Extreme care shall be taken at all times when transporting, depositing, and covering federal NESHAP-regulated ACM waste to control the evolution of dust and airborne asbestos fibers and to not allow the rupture of asbestos containers and wraps.

  Daily records of the acceptance and disposal of all ACM wastes shall be maintained. Landfill records for each NESHAP-regulated ACM waste shipment shall include the following:

   The date of ACM waste receipt.

   The names, addresses, and telephone numbers of the originating waste generation site, facility owner, agent responsible for performing removal and the waste transporter.

   The description of ACM wastes, quantity in cubic yards or tons, weight and the number and type of containers or systems received.

   The waste shipment record and any accompanying asbestos content laboratory test and friable status documentation. 6/11/03

 

B.  Petroleum Contaminated Soil

The Floyd-Mitchell-Chickasaw Landfill accepts petroleum-contaminated soil in accordance with the requirements detailed in the landfill’s permit.

 

1.      Scheduling procedures:  The Generator must pre-arrange a delivery schedule in advance with the Landfill Director.  Acceptance may be delayed if inclement weather prevents access to the treatment area. The hauler must identify the waste to the scale attendant prior to unloading.

 

2.      Material preparation requirements prior to landfilling:  The Generator will comply with all IDNR regulations related to the clean-up of leaking underground storage tanks or the clean-up of petroleum spills, including but not limited to notification and testing requirements.  The Generator will explain to the Landfill Director the type of petroleum contaminating the soil and if known, the concentration of the petroleum product in the soil.  If additional information is necessary to evaluate the waste, the Generator will be responsible for providing all such information to the Landfill Director.

 

All contaminated soil must be free of absorbents, concrete, rocks, debris, metal, etc. that might prevent the proper spreading and aerating of the soil as required by the IDNR permit.  All soil must be free of liquids and must be able to past the paint filter test (EPA Method 9095).

 

C.  Grit and Bar Screenings

1.      Material preparation requirements prior to landfilling:  The Generator shall stabilize the grit and bar screenings to destroy any pathogenic organisms prior to disposal.  Stabilization can be accomplished by the addition of lime to raise the pH to at least 12 for a minimum of two hours.  Waste must not contain free liquids and must be able to past the paint filter test (EPA Method 9095).

 

The hauler must identify the waste to the scale attendant prior to unloading. Acceptance may be delayed if inclement weather prevents access to the treatment area.
