Sharps Collection Policy
FMC Landfill collection of sharps will be as follows:
This program will be for the individual public no business or agencies will
be allowed to dispose of sharps through this program.
The general public will be allowed to purchase a red biohazard sharps containers
in either a 1 quart ($2.00) or a 5 quart ($6.00) size from the FMC Landfill.
The purchase of the sharps container does not have to be through the FMC Landfill
but these types of containers are required in order for the landfill to take any of the
sharps.
Needles will need to be recapped and the lid to the sharps container securely fastened shut
when brought to either the RCC at the Landfill or to a mobile collection.
Sharps will not be taken in any other container other than a red biohazard sharps container.
CORRUGATED CARDBOARD RECYCLE POLICY
FMC Landfill has banned corrugated cardboard. No load of solid waste containing recyclable corrugated cardboard may be
disposed in the landfill. Commercial, Industrial, and institutional loads will be randomly inspected for
compliance. The landfill operators will be the ones to determine if a load is out of compliance
with this policy.
Loads containing corrugated cardboard will be penalized in the following manner:
Two (2) times the regular tipping fee of the entire load or $82.00/ton
Any Violation after that: The board will be presented with the name of the violator
and discuss if this company/individual will be allowed to continue to use the FMC Landfill.
Whenever possible, the driver of the vehicle will be notified of the content and
asked to safely remove the cardboard to a recycling container provided by the
FMC Landfill.
Corrugated cardboard that has been contaminated by oil, food or cardboard that is
coated with wax will not be regulated under this policy.
All packing materials such as plastic, foam, or wood need to be removed from the
cardboard and the cardboard needs to be broken down to its flattest form.
Recycling of cardboard is provided for free at the FMC Landfill in one of two areas on site.
All efforts should be made to promote recycling of this material. By recycling this material
and others like it we will extend the life of landfill, reuse useful resources, and provide
for the economy of our local area.

Driver Policies
Speed Limits: Speed limit on the scale is not to exceed 2 mph. On landfill property other than the scale, speeds are not to exceed 20 mph. This is necessary for everyone’s safety. Sudden stops and starts on the scale will not be tolerated, as scale damage may result. Any party who causes damage to the scale will be responsible for the repairs.
Stop Signs: All waste hauling vehicles must come to a full and complete stop at all stop signs, including the area of scale house.
Secured Loads: All vehicles must have secured loads that prevent any leakage, littering or run off of waste material or fluids. Tarps are to be used that are secured tightly
the load, water resistant and not torn. No exposed waste material should be visible. Drivers are not to prepare for unloading until arrival at the designated area of the landfill. No tailgate of a vehicle is to be loosened or opened prior to unloading at the active work face of the landfill.
Stuck Vehicles: Due to conditions of a landfill operation and lack of properly equipped tires on vehicles, there may be times that vehicles can become stuck in the active are of a landfill. When this occurs the following guidelines will be in effect:
-The Driver is responsible for the vehicle and any damage resulting from the towing operation.
-The Driver is to request assistance from the landfill staff or an operator to assist the driver by a pull.
-Pushing of vehicle by landfill equipment on the rear ICC Bumper is to be avoided except only when necessary.
-The Driver is responsible for hooking the truck to the landfill equipment with the driver's tow chain.
Departure: Drivers are to inspect their vehicles to make sure that they are clear of any waste debris prior to exiting the active area of the landfill. This includes clearing any waste from the roll-off boxes, closing the tailgate, and re-tarping the vehicle if necessary to prevent leaking or littering. Boxes are to be lowered before exiting the active area of the landfill to avoid debris and nails being strung along the roadways.
Penalties: Any violations of these rules and regulations will result in an enforcement action that ranges from a written warning to suspension of landfill dumping privileges. See the Violation Form for specific guidelines on the enforcement action.
Conduct: All persons entering the landfill will follow all instructions by landfill personnel and must follow landfill policies and posted rules for their own safety. Any person and/or persons refusing to follow all landfill rules, speed limits, policies and instructions will be suspended from the premises and the use of the landfill until further notice. Factors contributing to suspension can include, but are not limited to an individual being discourteous, disrespectful or disruptive, driving recklessly, or not abiding by Agency rules and guidelines.
Other Policies
Current Wind Closing Policy: When winds reach 25 mph the staff will determine if waste can be contained. If not, haulers will be called and notified the time of closing. If the Landfill closes before 1:00 pm it may reopen the next regular business day an hour early, unless the landfill is already scheduled to be closed that day, or if winds are too high that morning to open for business. If you are not sure if the landfill will be open, call 877-982-4288 to confirm. If it is windy and you get the answering machine, the landfill is probably closed.
Covered Load Policy: To avoid an additional $20.00 fee all loads brought to the landfill must be entirely covered with a tarp, snow fence or similar item.. This includes lumber and large objects. Ropes alone are not considered a cover. Certain "difficult to cover loads" may be exempted on a case by case basis by the scale attendant.
Acceptable Material for Disposal: Users may only dispose at the landfill, in accordance with permitted procedures, Commercial, Residential, and Construction and Demolition Waste which originates from Floyd, Mitchell or Chickasaw counties in Iowa. Construction and Demolition Waste includes Solid Waste from building materials, packaging, and rubble resulting from construction, remodeling, repair, and demolition operations on pavements, houses, commercial buildings, and other structures. Such waste may include: bricks, concrete, other masonry materials, soil, asphalt, rock, lumber, pallets, crates, rebar, glass, flooring, carpet and pad (only if the result of a remodel or demolition), sheet rock, roofing, insulation, windows, siding and gutters, steel and other metals generated by Construction and Demolition operations. Empty cans, buckets or tubes holding less than 10% construction products such as paints, adhesives, solvents or sealers.
Special Waste: See FMC’s Special Waste Acceptance Criteria (SWAC) which follows.
Items Not Acceptable for Disposal: Items not acceptable for disposal include free liquids, deposit beverage containers, brush and yard waste (including clippings, branches, trees, etc.), hazardous waste, and red bag medical waste. Household Hazardous Waste may be disposed of April – October at our satellite facilities (dates and times subject to change), or daily at the landfill. Tires and appliances must not be commingled with other waste. They are accepted in the shed to the west of the office. Appliances that are demolished or burned are still considered an appliance and a separate charge applies.
Items that shall be Recycled: CRT’s (monitors, televisions) have a separate fee and should not be commingled with other waste. Electronics such as vcr’s, stereos, computers, etc. may be recycled at no fee.
User’s Responsibilities: User hereby acknowledges that FMC shall assume no responsibility for screening, examining or inspecting any or all loads delivered by User, except User shall permit, and hereby gives its consent, to allow FMC to examine, screen and/or inspect any or all loads at any time. User has the responsibility, to the best of their ability, to ensure waste delivered was generated in the Agency’s planning area and does not contain any hazardous waste. Commercial haulers shall inform, and have agreements with their clients to facilitate compliance. FMC reserves the right to refuse any loads it feels do not meet requirements.
Smoking: Smoking is prohibited past the scale house.
